CERCA has gone too far in opening up the Cowichan Estuary walk to all dogs. “Dogs are welcome” has attracted dogs of all sizes and the situation has become unruly.
When owners let their dogs run loose, it is a disturbance to the birds and the birders. The area is a not a dog park. It is a designated Important Bird Area and should be respected. It is essential habitat for many species of birds. Responsible owners keep their dogs leashed and under control, but too many owners do not curb their dogs.
