Zoning must strictly limit definition of metal manufacture

I attended the CVRD’s March 12 public hearing on its proposed Cowichan Bay zoning amendment and found it a shining example of public involvement! On one level, the meeting was an exultant love-in for PIM. On another level, there was great love and concern expressed for the continued health of the Bay — neither exclusive of the other.

What might have been missed by many is a potential problem with the language of the zoning amendment. The amendment we were given that evening allows the site to include “metal manufacturing”, without placing any limits on the term. PIM apparently already performs limited metal manufacture — but does this amendment open the door for something much larger? The amendment seems to allow even something as horrible as, perhaps, smelting.

It should be understood that the site is not managed by PIM, but by Tidal Harmony Holdings Ltd. (PIM is a lessee.) There are currently six unfilled leases on this site. So I am concerned about what may be coming.

This amendment should strictly limit its definition of metal manufacture.
