Duncan - I do not know how Mark Williams procured his data. I was north of Lake La Ronge on the Churchill River in '52 to '54 and reported daily temperature, weather conditions and weekly water levels for Island Falls Power and the Saskatchewan Department of Natural Resources. There is a lot of such data worldwide. He would need a big research team, banks of computers and geeks to check all that. Otherwise he is just blowing steam.
