Why weren’t these efficiencies in original plan?

Cowichan – Re: Stoney Hill Road “Municipal staff went back…and have found efficiencies of $380,000” WOW! If I were the mayor or the CAO I’d sure be reading a bit of detail to whomever did not originally include that as an option. Course, when you spend a $8 million on roundabouts, what’s a mere $380,000?
