Application for a Permit Amendment under the Provision of the Environmental Management Act.
Western Forest Products Inc. (“Western”) has submitted a preliminary permit amendment application to the Director to authorize an amendment to discharge to air. Air emissions currently generated from the site are produced by existing authorized works, which include ten batch kilns, one chipper cyclone, and a planer mill baghouse. Western has proposed a potential modernization of the VAD facility by replacing the ten existing batch kilns with new infrastructure, which could include four continuous dry kilns and two specialty kilns. Additionally, the planer mill baghouse and existing cyclone are proposed for potential modernization.
This amendment to our existing permit will ensure that Western is in alignment with all Environmental Management Act and subsequent permitting requirements.
The maximum rate of discharge from this facility will be determined through the permitting process to meet the Environmental Management Act requirements. The operating period for any new kilns will be 24 hours/day, 7 days/week. The operating period for a potential new cyclone and baghouse will both be 24 hours/day, 5 days/week. The characteristics of the discharge reflects what would normally be typical in kiln, cyclone, and baghouse operations.
Any person who may be adversely affected by the proposed air discharge and wishes to provide relevant information may, within 30 days after the last date of posting, publishing, service or display, send written comments to the applicant, with a copy to the Director, Environmental Protection at Authorizations.South@gov.bc.ca. The identity of respondents and the contents of anything submitted in relation to this application will become a part of the public record. Both the Technical Assessment report and the Air Quality Assessment report can be found on Western’s website: https://www.westernforest.com/responsibility/environment/practices-plans/
