Importance of Island rail not about profit

I quite agree there is no business case for an Island railway at this time. However does it have to be based on a business model at all?
Maybe it could be a service created out of safety, less ozone depletion and a better way to travel. With the end goal that it pays for itself, but not focused on profit.
I’m going to assume that Ms. Blase doesn’t enjoy the daily commute into downtown Victoria or make frequent trips up island to Campbell River or beyond. I apologize if you do. However in my opinion the Island Highway is getting more congested every year. This only affects safety and quality of life. Of course these concerns aren’t part of your business case.
How about just getting it started so when the oil runs out, your kids, kids, kids can still get to Victoria, “On Electric Rail”.
As far as I know most publicly funded transportation systems don’t turn a profit but serve as a vital link in the movement of people and goods.
