Delay on flood gate led to Canada Avenue flood

In a memo dated, Feb. 27, 2020, written by North Cowichan Mayor Al Siebring, it says that a grant of $750,000 was received from the B.C. government program, Emergency Preparedness Fund to support the future Canada Avenue flood gate.

The project will increase the road profile of Canada Avenue to further improve drainage in the vicinity of Canada Avenue. Total estimated cost of the project is $1,916,429. The City of Duncan contribution is $93,055 and the Municipality of North Cowichan contribution is $1,073,374. Design work will commence in 2020 with construction estimated to begin in 2021.

The year 2021 is just about coming to a end to make room for the year 2022. Delaying construction resulted in another mass flooding this week on Canada Avenue.

Residents have been asking Al Siebring if sand bags are available. He said sand bags are available at the North Cowichan works yard. He says to bring a shovel to fill the sand bags. With the amount of outrageous property taxes that are paid by the resident taxpayers, you would think that shovels would be available at the works yard.
