Few people realize that to rescind even their own passed bill is not easy.

To reconsider is just 50 per cent plus one, but to rescind takes a two-third vote of the sitting house, also after much protocol and many notices. With 338 members it would take 226 to pass, that means, if all members present, to pass the motion to rescind, it would take the 182 Liberals and the 44 NDP.

A lot of campaign promises, just cannot be done without the full cooperation of two-thirds of the house.

That’s parliamentary procedure.
