Solutions are out there for overcrowded hospital

The article by Robert Barron with regard to our local hospital situation does not seem to give much hope for any sudden (positive) action?

In the meantime, the crowded hallway problem that now exists is not being addressed.

Some time ago I suggested that at the end of each hallway the wall end plus window could be removed, out side from ground level a stack of containers could be put in place at each level allowing access for much-needed storage; at least this would allow the staff much-needed room to manoeuvre; I do not mean more room for more gurneys.

Please study the feasibility of this suggestion? Would the VIHA need a brain surgeon to figure this out?
