If it is correct that the CVRD justified its hiring of a communications manager by virtue of otherwise unexpended 2015 dollars, can we be assured that those otherwise unexpended tax dollars will not be included in their budget proposal for 2016? I suspect we know the answer. It is nothing but smoke and mirrors and we continue to let it happen.
