NOTICE OF ZONING BYLAW UPDATES TO COMPLY WITH PROVINCIAL SMALL-SCALE MULTI-UNIT HOUSING LEGISLATION

At the end of 2023, the provincial government enacted legislative changes to the Local Government Act that require the City of Duncan and many other municipalities to update zoning regulations to permit at least four dwelling units on properties in conventional single-unit dwelling neighbourhoods and imposed a deadline of June 30, 2024 to make these zoning changes.

The City is proceeding with updates to the low density residential zone and minimum off-street parking regulations to comply with the new provincial small-scale multi-unit housing legislation and the provincial policy manual that is intended to provide guidance to municipalities. The potential zoning regulations and other information are available on the City’s website at bigconversations.duncan.ca/small-scale-housing. The City has also scheduled two in-person, drop-in opportunities to view the potential zoning regulations and multi-unit development scenarios and ask questions of City staff. The in-person, drop-in opportunities are scheduled for Tuesday, April 30, 2024 and Thursday, May 2, 2024, from 8:30 am to 3:30 pm, in the Council Chambers at City Hall, 200 Craig Street, Duncan, BC.

Under the new provincial legislation, the City is prohibited from holding a public hearing on the small-scale multi-unit housing zoning updates. However, the City is providing the public with an opportunity to view the proposed amendments, ask questions, and provide input to City staff in advance of Council finalizing and adopting amendments to the zoning bylaw to comply with the legislation.
