Surprised we’re only at level 3

Given the current drought conditions in B.C., particularly the uncharacteristically dry coastal areas and dire predictions for worsening conditions, I am surprised the Cowichan Valley is only at water restriction level 3. I realize level 4 is very extreme but we are only in July and these are the driest conditions ever known on Vancouver Island.

I get the impression that there are a few people amongst us who don’t seem to realize how serious the situation is. In our area all properties draw from wells, many of which are fed from common aquifers. One of our neighbours has a large garden and repeatedly over waters their garden until I stop to tell them that they are filling the ditch in front of their property with runoff. I can’t understand the willful blindness.
