Why thalidomide compensation not coming from drug company?

Victims of thalidomide are asking for more support and they should probably get it; but why from the government?

Why not from the drug companies who manufactured the drug? Manufactures of all things should be responsible for the fallout of their actions and products. If they can’t cover the cost of cleanup and damage or harm done by their product then they should be shut down.
